I don't associate these with the crocheted vests of the early 70s but with the return of "blazers" and suits for women in the late 70s. Some of them were little more than thin little bows of narrow fabric strips worn with band-collared blouses, others, especially into the early 80s, were big, floppy things to offset the harshness of the big shoulders introduced at the end of the 70s. My mom had a pinstriped blouse with a little fabric strip bow in brown that she wore with a brown suit with a straight skirt to mid-calf and the high-heeled, earth-toned, stack-heel, narrow-strap sandals popular in the 70s.
