This was actually Wowee Whistle, made by Glenn Confections of Buffalo, NY in 1977-79. Three variants of the sticker were witch on a broom, black cat, and owl on a tree branch. Wowee Whistle was a chewing gum product that actually worked as a whistle. Outside of Halloween, Wowee Whistles were sold in normal colors. Recently, a guy started using the Wowee Whistle logo on orange T-shirts he's selling.
