Candy Baron in Eugene, OR at the 5th Street Public Market has candy cigarettes and bubblegum cigars. And no, they weren't outlawed, at least to the best of my knowledge.

i have a wonderful memory of my Uncle Victor coming over to my grandparents house and he would be all sneaky and would pull out 2 gum cigars and he would always ask my sister and i if we were old enough to smoke ... They always remind me of him..

I saw bubblegum cigars yesterday at a One Stop in Charleston, WV - thought about buying one but can't really chew gum now due to TMJ ... which I probably got from chewing rock-hard gum in the 70s.

I can remember bubble gum cigarettes with a thin paper wrapper and if you blew on the end it looked like a puff of smoke came out. I think it was just powdered sugar that the gum was rolled in.
